The Institute for Human Resources & Services (IHRS) has provided Foster Care & Adoption Services for over 30 years. IHRS is a licensed foster care and adoption agency through the state of Pennsylvania and is an affiliate of the Statewide Adoption & Permanency Network (SWAN). Our agency offers a full-range of foster care and adoption services provided by knowledgeable and caring staff. The IHRS currently employs five foster care and adoption professionals and utilizes one independent contractor in order to best accommodate the needs of the counties and families we serve.
